First proposed in 1966 and named after Columbia University sociologists Richard Andrew Cloward and Frances Fox Piven, the “Cloward-Piven Strategy” seeks to hasten the fall of capitalism by overloading the government bureaucracy with a flood of impossible demands, thus pushing society into crisis and economic collapse.

Inspired by the August 1965 riots in the black district of Watts in Los Angeles (which erupted after police had used batons to subdue a black man suspected of drunk driving), Cloward and Piven published an article titled “The Weight of the Poor: A Strategy to End Poverty” in the May 2, 1966 issue of The Nation. Following its publication, The Nation sold an unprecedented 30,000 reprints. Activists were abuzz over the so-called “crisis strategy” or “Cloward-Piven Strategy,” as it came to be called. Many were eager to put it into effect.

Poor people can advance only when “the rest of society is afraid of them,” Cloward told The New York Times on September 27, 1970. So the country’s biggest buyers of mortgages were pressured into lowering the qualifications of applicants, in order to increase the percentage of poor that got mortgages. By 2006, 30% of all mortgages went to people who in any other circumstances wouldn’t qualify.

Now the political left would like you to know that the CRA-controlled institutions did not lend the largest percentage of sub-prime mortgages. But that’s information by deception, because the mortgage business is a competitive business. If the government strong arms one part of the business, the other part will respond. And strong arm was what the Clinton administration did, even using the Office of the Comptroller of the Currency to pressure banks to lend more money to the disadvantaged. Caught in the act, a spokesman for the office noted that its abuse of power was “for the best of intentions:” the same inclination used to pave the road to hell.

In the short run, all sorts of money was to be made by lowering standards and processing sub-prime loans for the poor. The Wall Street Journal raised concerns about Fannie’s and Freddie’s capital requirements. Senator Phil Gramm (R, TX) raised issues about community pressure groups, such as Barack Obama’s ACORN, extorting money from banks by holding their feet to the CRA fire, and threatening to militate against mergers and acquisitions unless the banks entered into preferential agreements with community groups.

Franklin Raines, the Fannie Mae C.E.O. from 1999 to 2004, had been budget director in the Clinton administration. The left would not like you to be reminded that Raines has been a consultant to the Obama campaign, according to the Washington Post, and that Freddie and Fannie number among the top 5 contributors to Obama’s run for the presidency. Raines is being sued for the recovery of 50 million in compensation acquired by the alleged manipulation of Fannie’s books.

The Bush administration in 2003 tried to change the system, to no avail. Congressman Barney Frank, (D, MA ) was in the forefront of stopping the Bush proposal to take control out of Fannie and Freddie and put it into a third overseeing organization. Frank too has emerged in the current crisis as one of the major critics of the administration.

But the rest of us should have some harsh words for Senator Dodd. After all, the Bush administration in 2003 and Senator Phil Gramm even earlier, in 1999, had been working to change the system. Dodd, like Obama, has been a big recipient of campaign funds from Fannie and Freddie, organizations that Dodd oversees. Dodd has apparently been more consumed with campaign contributions from the mortgage giants than the responsibilities of oversight.

The Federal Deposit Insurance Corporation even has a web site so you could see how well your bank is meeting its obligations under the CRA. Those of you who had money in Washington Mutual, which just went belly up, will be happy to know that WaMu, over the five individual reporting periods, had almost exemplary ratings on its commitment to CRA. That should give WaMu depositors great joy, to compensate for the financial mess they may be in. If WaMu had been less responsive to the CRA and more responsive to the market, maybe it wouldn’t be insolvent.

I have a BIG problem with the pronouncing of the word NUCLEAR as

Just listened to Harry Reid and Chris Dodd speak about this bank crisis.
First let me say that HR NEVER replies to a question without saying something hateful about someone (usually a republican).

Third, I listened as HR (D) said that Chris Dodd (D) (read this carefully) has been on the senate banking committee for 20 years.

So, your tax dollars are going to an idiot talk about Rush Limbaugh on the senate floor.

JERUSALEM – The Hamas and Hezbollah terrorist organizations have “legitimate claims” that are being “weakened” by the violence the terror groups carry out, Sen. Barack Obama recently stated in largely unnoticed remarks in the New York Times.

Speaking in May with columnist David Brooks, Obama said the U.S. needs a foreign policy that “looks at the root causes of problems and dangers.”

The presidential candidate compared Hezbollah to Hamas, stating they both need to be compelled to understand that “they’re going down a blind alley with violence that weakens their legitimate claims.”

Brooks was speaking to Obama for clarification on an earlier statement the Illinois senator made implying Lebanese militias should be tempered with enticements.

Regarding Hezbollah, Obama earlier declared: “It’s time to engage in diplomatic efforts to help build a new Lebanese consensus that focuses on electoral reform, an end to the current corrupt patronage system, and the development of the economy that provides for a fair distribution of services, opportunities and employment.”

Brooks took issue with that statement, writing it has the “whiff” of “appeasement.”

“Is Obama naïve enough to think that an extremist ideological organization like Hezbollah can be mollified with a less corrupt patronage system and some electoral reform?” asked Brooks, who said he called Obama today to clarify his remarks.

Obama immediately affirmed Hezbollah is “not a legitimate political party.” Instead, “It’s a destabilizing organization by any common-sense standard. This wouldn’t happen without the support of Iran and Syria.”

He continued by stating Hamas and Hezbollah violence weakens the groups’ “legitimate claims.”

Hamas’ official charter calls for the murder of Jews and destruction of the Jewish state. It also calls for Muslims to “pursue the cause of the Movement (Hamas), all over the globe.”

The terror group has carried out scores of deadly suicide bombings, shootings and rocket attacks against Israelis.

Hezbollah claims it is fighting to liberate its “lands,” purportedly referring to the Shebaa Farms, a small piece of territory it says is Lebanese but is being held by Israel. The group regularly makes threats against Israel and has carried out numerous terror attacks targeting Israel and the West, including the U.S.

Obama previously was embroiled in controversy regarding Hamas after Ahmed Yousuf, the terror group’s chief political adviser in the Gaza Strip, said in an interview in April with WND and with WABC radio that he “hopes” Obama becomes president.

“We like Mr. Obama, and we hope that he will win the elections,” said Yousef. “I hope Mr. Obama and the Democrats will change the political discourse. … I do believe [Obama] is like John Kennedy, a great man with a great principal. And he has a vision to change America to make it in a position to lead the world community, but not with humiliation and arrogance,” Yousef said, speaking from Gaza.

More evidence came Monday that Gov. Rod Blagojevich’s efforts to buy off the electorate voter by voter come at a real, significant cost. The Chicago Transit Authority announced it will eliminate 80 more jobs. Fare increases and service cuts could be on tap for next year.

Why? Several reasons. But here’s a big one: Blagojevich insisted that the CTA and other state transit agencies give away their services to certain people.

Last week, Blagojevich signed a bill that requires public transit agencies to provide free rides for poor people who have disabilities. Earlier this year, he insisted on those agencies give free rides for senior citizens. (The Chicago City Council also got in the act, telling the CTA to give free rides to soldiers and disabled veterans.)

Meanwhile, Blagojevich has cut the state funding that transit agencies counted on to help pay for free and discounted transit rides. That’s putting a squeeze on the people who have to provide the services the governor loves to give away.

Providing free rides will cost the CTA $34.5 million in 2009. Blagojevich just took away $32 million in annual state subsidies to the CTA intended to offset reduced fares.

The total squeeze for 2009: $66.5 million.

Ugh, today I was SUFFERED to go to the post office at 8am because My POB expired and I needed to not think about it any further.

And as usual I cursed the line by having ONE slow person in front of me. Its an amazing fact that 90% of the time, the SLOW FUCK in line is the one in front of me. Throw in the fact that there was ONE person working (and 5 sitting round in the back) and that one person was slow, lazy and incompetent and you can guess how bloodyfucking long I was there for.

Reminds me just after 9/11 they federalised all the Airport security people. So then we still had the same stupid, slow, lazy, incompetent and rude fuckoffs as before, now they just CANT BE FIRED. Brilliant!

Anyway, on the way there I observed a guy on a bike who sailed right thru the stop sign without a pause or even a look.
OF COURSE he was almost struck my a motorist who was actually following the rules of the road and was going. So of course the biker gets all huffy at the driver and yells some pejorative remark.
Thats how it is in Chicago. One has to totally be aware of the bikers because they are so self-righteous that they dont have to obey the rules.
I NEVER EVER EVER see a bicyclist stop at a stop sign. Never.
Its kind of like that certain specie of human here in the city, that chooses to walk in the street, yet ride their bikes on the sidewalk.

BAGHDAD (Reuters) - Iraq will seek an explanation from U.S. officials about a report asserting the United States spied on Iraqi officials, including Prime Minister Nuri al-Maliki, the Iraqi government spokesman said on Friday.

The Washington Post said on Friday that a new book by U.S. journalist Bob Woodward, presented as a critical inside look at the Bush administration’s decision-making on Iraq, reported that the United States spied on Maliki and other Iraqi leaders.

“If it is true … it reflects that there is no trust,” Iraqi government spokesman Ali al-Dabbagh said in a statement.
